fix(relay): 优化数据流处理
- 移除了 bufio 的无效使用
- 在 StreamScannerHandler 中增加了初始和最大缓冲区大小的常量设置
- 调整 StreamScannerHandler 中缓冲区大小，避免出现token too long报错
